Description

Ummah for Earth (U4E) is a faith-based climate alliance that was created in 2020 to protect the most vulnerable people from the adverse effects of climate change. We have been focusing on empowering communities and local environmental initiatives, shedding light on the intersection between Islamic faith and climate action, and encouraging and helping Muslims and youth to raise their voices for the well-being of our common home.

The Ummah for Earth alliance was officially launched on 19 October 2020.

RESPONSIBILITIES

The evaluation will review U4E performance for the following purposes:

• Assess the performance of U4E’s alliance model, ways of working, processes, and programmatic activities concerning the strategic objectives and core principles; and

• Improve the performance of the U4E GP MENA Secretariat and increase the impact of the next strategic cycle of U4E.

• Evaluate how U4E’s activities have contributed to the member-agreed objectives by examining the concrete outcomes and impacts achieved.

The objectives of the evaluation include, but are not limited to, the following:

• Assessing the performance of U4E work along the following dimensions, noting that time constraints and availability of information will require focusing on certain dimensions, to be determined jointly with U4E.
• Providing recommendations to enhance the work within the alliance and deepen the relationships between allies.

Scope of The Evaluation

The evaluation will cover the period from 2021 to 2024 and include all programmes and initiatives implemented in that timeframe, in line with U4E’ Strategic Priorities, Core Principles and Operational Plan for four years.

The evaluation is expected to provide insights into the impact of U4E’s growth strategy and internal processes on the achievement of its goals and also recommend areas that need to be addressed in the next planning phase and strategic cycle. Within this framework, the evaluation will pay special attention to the alliance model and scope of work, as well as to the current strategic planning.

Specific Tasks

Working closely with other members of the Evaluation Team, the evaluator(s) will undertake the following tasks:

• Develop and implement the evaluation framework, methodology, and plan.
• Hold meetings with relevant U4E officials, constituents, donors, and other stakeholders as agreed, including hosting focus group discussions or key informant interviews as outlined in the evaluation plan.
• Undertake an extensive document review to become familiar with U4E.
• Develop and/or adapt and implement evaluation tools.
• Assess the implementation of U4E’s strategic objectives and programmes (with focus on systems and processes, including the contribution towards objectives).
• Assess U4E’s member and partner engagement and its effectiveness at both global and local levels.
• Prepare the draft evaluation report and validate the findings with relevant staff and stakeholders.
• Submit the final evaluation report.
Conduct an online meeting for the alliance and an internal meeting to share the report outcomes in a PPT format.

QUALIFICATIONS, SKILLS, AND EXPERIENCE

Education and Experience required

• Advanced degree (Master’s or higher) in Environmental Studies, Climate Policy, Development Studies, Social Sciences, Monitoring & Evaluation (M&E), or a related field.

• Minimum 5 years of professional experience in program evaluation, impact assessment, or organizational development, preferably within climate justice, faith-based initiatives, or NGO alliances.
• Proven experience in evaluating multi-stakeholder alliances, networks, or coalition-building initiatives, with a focus on climate action, social justice, or Islamic finance.
• Familiarity with Islamic environmental ethics, faith-based climate advocacy, or Muslim civil society engagement is a strong asset.

Technical & Analytical Skills:

• Strong expertise in qualitative and quantitative research methods, including surveys, focus groups, key informant interviews, and participatory evaluation techniques.
• Experience in developing evaluation frameworks, theories of change, and logical models for advocacy or movement-building programs.
• Ability to analyze complex data, synthesize findings, and provide actionable recommendations for program improvement.

Communication & Stakeholder Engagement:

• Excellent report-writing and presentation skills, with the ability to convey findings clearly to diverse audiences (alliance members, donors, policymakers).
• Strong facilitation and interpersonal skills, with experience in engaging faith leaders, academics, and civil society organizations.
• Cultural sensitivity and ability to work effectively in diverse, cross-cultural settings (MENA region and Indonesia preferred).

Other Requirements:

• Fluency in English (written and spoken) is essential; proficiency in Arabic, Bahasa Indonesia, or other relevant languages is a plus.
• Ability to work independently and remotely, with strong time management and organizational skills to meet deadlines.
