We are seeking a highly skilled and diligent Customs Clearance Officer to join our operations in Dubai. The successful candidate will be responsible for managing the end-to-end customs clearance process for import and export shipments, ensuring strict compliance with all local UAE customs laws and international trade regulations. This role requires meticulous attention to detail, strong problem-solving abilities, and an up-to-date understanding of customs procedures and tariffs.
Key Responsibilities
Documentation Management:
- Prepare, review, and submit accurate and complete customs documentation (e.g., commercial invoices, packing lists, bills of lading/airway bills, certificates of origin, import/export declarations, special permits) for all incoming and outgoing shipments.
- Verify consistency of information across all documents to prevent discrepancies and ensure smooth clearance.
- Maintain organized and accessible records of all customs transactions and correspondence.
- Customs Declaration & Processing:
- Process customs declarations through relevant online platforms (e.g., Dubai Trade, Mirsal 2) accurately and efficiently.
- Ensure correct Harmonized System (HS) code classification for all goods to determine applicable duties and taxes.
- Calculate and facilitate timely payment of customs duties, VAT, and any other relevant charges.
- Handle temporary admissions, re-exports, and other special customs procedures as required.
Compliance and Regulation Adherence:
- Ensure strict adherence to the UAE Common Customs Law of the GCC States, Federal Decree-Law No. 33 of 2021 on the Regulation of Labour Relations in the Private Sector (as it pertains to customs-related aspects), and all other relevant UAE customs laws, regulations, and circulars issued by Dubai Customs and the Federal Customs Authority.
- Stay informed about changes in UAE customs tariffs, import/export prohibitions, restrictions on dual-use items, and licensing frameworks for specific categories of goods.
- Comply with international trade agreements, sanctions, and regulations (e.g., Incoterms, WCO guidelines) affecting customs procedures.
- Ensure compliance with local laws for restricted goods (e.g., obtaining approvals from Ministry of Health, Ministry of Climate Change and Environment, Telecommunications Regulatory Authority where applicable).
Liaison and Coordination:
- Act as the primary point of contact with Dubai Customs, other relevant government agencies, shipping lines, airlines, and freight forwarders for all customs-related matters.
- Coordinate physical inspections or X-ray examinations of cargo with customs authorities as required.
- Communicate proactively with clients, internal teams (logistics, sales), and external partners regarding shipment status, potential delays, and documentation requirements.
- Resolve customs queries, discrepancies, and issues promptly to minimize clearance delays and demurrage charges.
Advisory and Risk Mitigation:
- Advise clients and internal stakeholders on import/export restrictions, duty exemptions, customs tariffs, and other customs-related matters.
- Identify potential risks and compliance gaps in customs operations and propose proactive solutions.
- Assist in audits or investigations conducted by customs authorities.
Accountabilities & Authorities:
- Accountable for the accuracy and completeness of all customs declarations and submitted documentation.
- Accountable for ensuring timely customs clearance to avoid demurrage, detention, and storage charges.
- Accountable for compliance with all UAE customs laws and international trade regulations, minimizing the risk of fines or penalties for the company and its clients.
- Accountable for maintaining up-to-date knowledge of customs policies and procedures.
- Accountable for protecting the company's reputation and financial interests by ensuring ethical and compliant customs practices.
- Authority to interact and liaise directly with Dubai Customs officials and other government regulatory bodies on behalf of Cannata Worldwide Cargo Services for customs clearance purposes.
- Authority to prepare and submit customs declarations and supporting documents through official customs platforms.
- Authority to request and obtain necessary information and documents from clients and internal departments for customs processing.
- Authority to advise on customs-related matters to clients and internal teams based on established company policies and legal regulations.
Requirement:
- Bachelor’s degree in Logistics, Supply Chain Management, International Trade, or a related field.
- Minimum of [3-5] years of proven experience in customs clearance operations within the UAE, preferably with a freight forwarding or logistics company.
- In-depth knowledge of UAE customs laws, regulations, and procedures, particularly those enforced by Dubai Customs.
- Familiarity with international trade regulations, Incoterms, and Harmonized System (HS) codes.
- Proficiency in using online customs declaration systems (e.g., Dubai Trade, Mirsal 2).
- Excellent communication, negotiation, and interpersonal skills.
- Strong analytical and problem-solving abilities, with meticulous attention to detail.
- Ability to work independently and as part of a team in a fast-paced environment.
- Fluency in English (Arabic is a significant advantage).
