Position Summary:
The Project Cost and Contracts Officer is a dual-focused role responsible for managing both the financial integrity and contractual compliance of high-rise building projects. The ideal candidate will be a highly organized professional with a strong understanding of cost and contract management principles. This position is central to ensuring that all projects are completed within budget and in full adherence to contractual obligations.
Key Responsibilities
Project Cost Control:
* Monitor and track all project expenditures, including materials, labor, and subcontractor costs.
* Develop and maintain project budgets, forecasts, and cash flow projections.
* Provide and manage resource codes of materials as per the budget codes for all material requests, ensuring all materials are correctly accounted for and allocated to the right project budget.
* Identify potential cost overruns and implement proactive measures to mitigate financial risks.
* Prepare detailed cost reports and financial analyses for direct reporting to the Finance Manager.
* Review and verify all invoices and payment applications to ensure they align with work completed and contract terms.
Contracts Administration:
* Assist in the preparation and review of contracts, subcontracts, and purchase orders.
* Manage the change order process, including drafting, pricing, and negotiating contract variations.
* Provide regular reports and updates on all contractual matters to the Contracts Manager.
* Ensure all contractual obligations, including insurance, bonds, and permits, are met.
* Act as a point of contact for contractual inquiries and assist in the resolution of disputes or claims.
Qualifications:
Education: Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field.
,Experience: A minimum of 5 years of experience in a similar role within the construction or real estate development sector in UAE with specific experience in high-rise building construction.
Required Technical Skills:
* Proficiency in construction cost management software (e.g.,Oracle, SAP).
* Expert-level knowledge of Microsoft Excel for financial modeling and data analysis.
* Strong understanding of contract law and standard contract forms, such as FIDIC.

* Exceptional attention to detail and a high degree of accuracy.
* Strong analytical and problem-solving abilities.
* Excellent communication, negotiation, and interpersonal skills.
* Ability to work independently and manage multiple tasks under pressure.
