Role Purpose
Provide the needed contribution and ensure supporting the Unmanned Vehicle Traffic managements system (UTM) for the services related to UAV operation and application performance. Ensure implementation of the related guidelines, policies, and regulations to the Airspace & Safety Section initiatives. Build a strong operation and technical knowledge and experience in all UAV airworthiness requirements and safety elements and to other related fields to the business.
Key Responsibilities/Duties
1. Implement the UTM operation plan in alignment with approved manuals, regulatory guidelines, and procedures, ensuring effective coordination across internal and external stakeholders for nationwide UTM integration.
2. Manage the delivery of UTM services through DCAA platform.
3. Conduct UTM activities performance analysis, interpret data and make informed judgment to comprehensive report, identify trends, and provide actionable recommendations to enhance system efficiency and safety.
4. Maintain & develop services and systems in coordination with relevant department within DCAA, ensuring alignment with international best practices, and operational needs.
5. Establish effective communication with stakeholders and provide the needed support for the benefit of the organization.
6. Carry out regular assessment visits and monitoring of all experiment’s activities related to UAV certification process.
7. Develop and maintain advanced technical knowledge of UTM systems, UAV airworthiness, and global regulatory frameworks (e.g., EASA, ICAO).
8. Contribute with the team to research and develop the related UTM and UAV activities.
9. Ensure compliance with non-disclosure and confidentiality agreements, as well as DCAA security policies, to safeguard both government and DCAA confidential information. Address and rectify any ISR audit findings, promptly report security incidents, and engage in ongoing security awareness training to prevent unauthorized access or disclosure.
10. Develop and propose updates to UTM-related regulatory frameworks and operational procedures in coordination with national and international aviation authorities, ensuring alignment with ICAO, EASA, GCAA, and other emerging global standards for unmanned traffic management.
11. Leads the risk-based analysis for safe integration of unmanned aircraft into controlled and uncontrolled airspace, including assessment of detect-and-avoid technologies, communication infrastructure, and airspace deconfliction methodologies.
12. Perform other job-related duties as may be assigned from time to time by the line manager.
Qualifications
Academic Qualifications:
- Bachelor’s Degree in Aerospace Engineering or Electrical Engineering or equivalent.
Certifications:
- ICAO UTM Framework & Implementation Course
- ICAO RPAS Regulatory Framework Certification
- ICAO Safety Management Systems (SMS) Implementation
- ISO 9001:2015 Lead Auditor Certification
- Human Factors in Aviation Safety Certification
- Relevant certification is preferred.
Professional Experience:
- Experience and knowledge in at least one or more of the following areas:
- UAS ATM integration
- UAS R&D
- U-space/UTM
- UAS integration challenges.
- Knowledge in Civil Aviation regulations.
- Fluent in Arabic and English (reading and writing).
