1. Estimation Responsibilities
- Review tender documents, drawings, and specifications to prepare accurate cost estimates.
- Analyze project requirements and prepare Bills of Quantities (BOQ) based on technical documents.
- Request, collect, and evaluate quotations from suppliers and subcontractors.
- Compare different costing scenarios and prepare cost-benefit analyses.
- Ensure estimates include materials, labor, equipment, subcontracting, logistics, overheads, and risk provisions.
- Coordinate with engineering, project management, and operations teams for technical clarifications.
- Prepare final tender submissions, cost summaries, and value engineering proposals.
- Maintain a database of historical costs, supplier rates, and market trends for future reference.
- Participate in pre-bid meetings and client clarifications when required.
- Support business development by providing quick preliminary cost estimates for potential projects.
2. Procurement Responsibilities
- Develop procurement strategies to ensure timely, cost-effective, and high-quality sourcing of materials and services.
- Identify, evaluate, and qualify suppliers/subcontractors; maintain strong vendor relationships.
- Negotiate terms, conditions, pricing, and payment terms with suppliers to secure best value.
- Ensure procurement is aligned with company policies, legal compliance, and client requirements.
- Monitor supplier performance (quality, delivery, compliance) and implement corrective actions where necessary.
- Collaborate with project teams to forecast material requirements and align procurement schedules.
- Issue purchase orders (POs), track deliveries, and resolve any disputes with suppliers.
- Manage inventory levels to avoid shortages and excess stock.
- Implement cost control measures and monitor procurement budgets.
- Stay updated with market trends, alternative products, and new suppliers.
3. Managerial & Leadership Responsibilities
- Lead, guide, and supervise the procurement and estimation teams.
- Set departmental KPIs and ensure compliance with company objectives.
- Train and mentor staff on procurement procedures, negotiation, and estimation techniques.
- Coordinate between departments (engineering, projects, finance, contracts) for smooth workflow.
- Report regularly to senior management on procurement status, estimation outcomes, risks, and savings achieved.
- Develop policies and procedures for procurement and estimation to enhance efficiency and transparency.
- Ensure ethical procurement practices, compliance with laws, and avoidance of conflicts of interest.
4. Strategic & Analytical Responsibilities
- Contribute to the company’s overall strategy by providing market intelligence on pricing, suppliers, and risks.
- Conduct risk assessments related to supply chain disruptions, pricing volatility, and contract obligations.
- Support decision-making by providing cost forecasting and cash flow projections for projects.
- Lead value engineering initiatives to reduce project costs without compromising quality.
- Ensure digital tools (ERP, procurement software, estimation tools) are used effectively to streamline operations.
