The Head of Quality (QA/QC) will be responsible for the overall direction, strategy, and implementation of the company's quality management system. This includes ensuring compliance with international standards and client specifications for all project deliverables. The ideal candidate will bring deep domain expertise in oil and gas with at least 20 years of hands-on quality leadership experience.
Minimum Qualifications:
- Bachelor’s degree in Mechanical Engineering or related discipline.
- Certified Lead Auditor in ISO 9001:2015 (QMS) and familiarity with ISO 14001, ISO 45001.
- AWS SCWI / CSWIP 3.2 / ASNT NDT Level III certification preferred.
Minimum Experience:
- Minimum 20 years of progressive experience in QA/QC in the Oil & Gas sector.
- At least 10 years in senior quality management roles on EPC or modular fabrication projects.
Job-Specific Skills:
- Expertise in QA/QC planning, welding inspection, NDT, material traceability, and hydro-testing procedures.
- Proficiency in developing and executing project-specific Inspection & Test Plans (ITPs).
- Thorough understanding of ASME, AWS, API, ASTM, ISO standards.
- Experience working with major clients like ADNOC, Shell, etc.
- Ability to manage third-party inspections and client audits.
- Liaise with client inspectors (e.g., ADNOC,NMDC, EPC contractor, etc) for ITP approvals and audits.
- Drive continuous improvement using RCA, CAPA, and QMS updates. • Maintain ISO 9001, ASME Code Designator and project-specific compliance documentation.

Roles and Responsibilities (DETAILED): 1. Quality Leadership: o Define and drive the strategic vision for the QA/QC department aligned with corporate goals. o Develop, implement, and maintain company-wide Quality Management System (QMS). 2. Project Quality Oversight: o Establish project-specific quality plans, ITPs, and method statements. o Ensure adherence to quality standards across all projects and fabrication works. 3. Team Management: o Lead and mentor QA/QC Engineers, Inspectors, and document controllers. o Conduct training programs to enhance the capabilities of the quality team. 4. Audit & Compliance: o Conduct internal and external audits; ensure compliance with ISO 9001 and customer-specific requirements. o Interface with client QA/QC representatives, third-party inspectors, and certification agencies. 5. Documentation & Reporting: o Oversee the creation and maintenance of QA/QC documentation including Quality Manuals, ITPs, NCRs, MRBs. o Provide regular reports to senior management on quality performance and improvements. 6. Vendor and Subcontractor Quality Assurance: o Evaluate and approve vendors and subcontractors for quality capability. o Monitor quality performance and carry out vendor audits. 7. Continuous Improvement: o Drive root cause analysis and corrective/preventive actions for quality issues. o Implement continuous improvement initiatives across the value chain.
Key Performance Indicators (KPIs):
- % of projects delivered with zero major quality non-conformities.
- Number and closure rate of NCRs and CARs.
- First-time pass rate of inspections (internal, client, third-party).
- Reduction in rework or scrap rates due to quality defects.
- Timely completion and approval of ITPs and MRBs.
- Client satisfaction ratings related to quality.
- Audit scores and ISO compliance metrics.
Key Result Areas (KRAs):
1. Project Quality Execution: o Ensure zero deviation from quality benchmarks in PARs, PAUs, Piping spools, Modules, etc. 2. Client and Regulatory Compliance: o 100% compliance with ADNOC or/and other applicable client specifications. 3. Team Performance: o Maintain >95% competency matrix fulfilment for QA/QC team roles. 4. Process Optimization: o Achieve 15% reduction in NCRs annually through preventive measures. 5. Quality System Improvement: o Annual review and revision of QMS documentation with 100% audit compliance.
