Overview
The Base Manager is responsible for planning, leading, and managing the overall business activities at the base, as well as maintenance activities/critical resources of the military aircrafts, to ensure the delivery of effective and timely aircraft maintenance and repair services to customers, and the availability of assets and equipment’s to achieve the maximum utilization impacting customer delivery.
1. In conjunction with and as required by executive management, contributes to the formulation and implementation of departmental strategy in line with GAL’s vision and mission, and validate the plan with the Engineers on ground.
2. Develops the non-aviation strategy for the base and strategic relationships with the base commanders and generals in GHQ (i.e Air Support Commander).
3. Ensures that strategy is translated into annual operational business plans for the organization and that performance is monitored and managed to ensure continuous improvement.
4. Reviews and monitors plans against the operation business plan, and understands any issues being faced.
5. Develops and implements contingency plans for continued operations, crash recovery, and crisis management.
6. Participates and delivers standard operations across GAL.
7. Leads and directs the implementation, scheduling and coordination of the maintenance process across the airbase to ensure that repair and maintenance services are accomplished efficiently to the most productive and cost effective manner.
8. Collaborates with the Planning department to ensure the processes becomes standardized across all platforms for both planning and Production control and across all bases within GAL (CONOPS).
9. Reviews and oversees the optimum maintenance delivery covering maintenance efficiencies and availability across the Airbase, ensuring reliability and performance improvement to improve the maintenance effectiveness and speed of service.
10. Ensures all the required resources needed by the facility are made available at the specific time ensuring that customer needs are met.
11. Leads and manages the resolution of the recurring maintenance problems and provides preventive measures, to ensure a highly efficient, effective and quality service is extended to customers’ aircrafts at the Airbase.
12. Oversees and leads the ongoing review of the physical condition of the Airbase operational assets to ensure that those assets are in a suitable condition to allow the company to fulfil its strategic objectives and comply with any relevant legislation.
13. Works with departments like GSE, Facilities, Calibration and Crash recovery to ensure that all assets are accounted for, calibrated as required and available in good working condition for the end user.
14. Leads and maintains relationships with third-party providers of operational and maintenance personnel so that Airbase is able to fulfil its operational service, safety, environmental and cost targets without unnecessary addition to the company’s fixed overhead.
15. Understands contractual terms and conditions, and highlights/escalates any requirement variances observed.
16. Manages department’s staff and teams by planning their utilization, communication, overseeing their performance, recruitment, training and development to ensure high levels of engagement and competence.
17. Provides on-the-job training and constructive feedback to subordinates and set their individual yearly training requirements/ programs to support their overall development.
18. Collaborates with the Technical Training Department to ensure relevant and timely yearly deliverables in coordination with the customers.
19. Develops base specific inductions plans as needed, as well as support infrastructure for the associates including medical and other support plans.
20. Monitors compliance, recommends improvements to departmental policy, and directs the implementation of procedures and controls covering all areas so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.
21. Recommends and negotiates/agrees on the budget, and monitors financial performance versus the budget so that the business is aware of forecasted costs and revenues; areas of underperformance are identified and opportunities to improve performance are capitalized upon.
22. Works with the Planning department to standardize and control the resources effectively and efficiently.
23. Reviews and manages the preparation and review of executive weekly/monthly reports on base related activities in order to meet GAL’s and the departmental requirements, policies and standards.
24. Leads and manages all audit related requirements, and tracks corrective actions to ensure closure of issues and strict compliance.
25. Enhances and enforces the training and use of cMRO and Oracle modules within the base operations to align all requirements within the ERP system.
26. Ensures compliance to all relevant safety, quality and environmental management policies, procedures and controls across the section in order to guarantee employee safety, legislative compliance and a responsible environmental attitude.
27. Ensures the operations and program team maintain aircraft that are airworthy in accordance with GHQ policy and OEM technical standards.
28. Leads and manages the development and implementation of programs and business processes which will facilitate the identification and consistent application of maintenance best practice as well as the realization of synergies across the maintenance operations at the Airbase.
29. Motivates one’s own team and identifies opportunities to take part in change initiatives, programs and projects that reflect international best practice and changes in the competitive environment.
30. Develops plans that deliver performance with year on year savings for the operation(s).

Bachelor’s degree in Business Administration or any related discipline
Postgraduate degree/ related certification would be an added advantage

Experience
Minimum 10 - 15 years of related experience with at least 5 years heading a similar role of managing base/ department handover for a military aviation maintenance program.
