Job Purpose:
The Manager - IT Infrastructure is responsible for the strategic planning, implementation, maintenance, and optimization of Dubai Holding Community Management's (DHCM) entire IT infrastructure. This role ensures the reliability, security, scalability, and performance of all network, server, storage, and cloud environments, providing a robust and stable foundation for all business operations and digital services. The Manager will lead a team of infrastructure specialists, manage vendor relationships, and contribute significantly to DHCM's digital transformation initiatives.
Key Responsibilities:
1. IT Infrastructure Strategy & Planning:
- Develop and implement a comprehensive IT infrastructure strategy aligned with DHCM's overall business objectives and digital transformation roadmap.
- Lead the planning, design, and architecture of scalable, secure, and highly available infrastructure solutions (on-premise, cloud, hybrid).
- Conduct regular assessments of existing infrastructure to identify areas for improvement, optimization, and technology upgrades.
2. Infrastructure Operations & Management:
- Oversee the daily operations, maintenance, and monitoring of all IT infrastructure components, including:
- Network Infrastructure: LAN, WAN, Wi-Fi, firewalls, VPNs, routing, switching.
- Server Infrastructure: Physical and virtual servers, operating systems (Windows, Linux).
- Storage Solutions: SAN, NAS, backup and disaster recovery systems.
- Cloud Infrastructure: Management of cloud services (e.g., Azure, AWS, Google Cloud) and hybrid environments.
- Data Center Operations: If applicable, oversee physical and environmental controls.
- Ensure optimal performance, uptime, and reliability of all infrastructure services.
- Implement and enforce IT policies, procedures, and best practices for infrastructure management.
3. Security & Compliance:
- Implement and maintain robust security measures across all infrastructure components to protect DHCM's data and systems from threats.
- Ensure compliance with relevant industry standards, data privacy regulations, and internal security policies.
- Oversee vulnerability management, patch management, and security incident response for infrastructure.
4. Team Leadership & Development:
- Lead, mentor, and develop a team of IT infrastructure specialists, engineers, and support staff.
- Set performance objectives, conduct regular reviews, and foster a culture of continuous learning and professional growth.
- Manage resource allocation, workload, and technical expertise within the team.
5. Vendor & Project Management:
- Manage relationships with IT infrastructure vendors, service providers, and telecommunication companies, ensuring optimal service delivery and cost-effectiveness.
- Lead infrastructure-related projects from initiation to completion, ensuring adherence to scope, budget, and timelines.
- Evaluate new technologies and solutions, making recommendations for strategic investments.
6. Budget Management:
- Develop and manage the IT infrastructure budget, ensuring efficient allocation of resources and cost optimization.
- Monitor expenditures against budget, providing regular financial reports and forecasts.
7. Disaster Recovery & Business Continuity:
- Develop, implement, and regularly test disaster recovery (DR) and business continuity (BC) plans for critical IT infrastructure components.
- Ensure minimal downtime and rapid recovery in the event of system failures or disasters.
8. Health, Safety, and Environmental (HSE) Responsibilities:
- Ensure full compliance with DHCM’s Health, Safety, and Environmental (HSE) Policy, governance framework, and standards by conducting all tasks according to HSE procedures, attending mandatory training, actively reporting hazards, near misses, or incidents, and utilizing appropriate Personal Protective Equipment (PPE) as identified in risk assessments.

- Bachelor’s degree in computer science, Information Technology, Engineering, or a related field. A master’s degree or relevant professional certifications (e.g., CCNA, CCNP, MCSA, MCSE, VCP, ITIL) are highly desirable.
- Minimum of 8-10 years of progressive experience in IT infrastructure management, with at least 3-5 years in a managerial or senior lead role.
- Extensive hands-on experience with network administration, server management (Windows/Linux), virtualization technologies (VMware, Hyper-V), and storage solutions.
- Proven experience with cloud platforms (Azure, AWS, Google Cloud) and hybrid cloud environments.
- Strong understanding of IT security principles and best practices.
- Experience in the real estate, property management, or community management sector is a plus.
