Key Responsibilities and Accountabilities:
- Review & advise that the project budget is up to date with the latest project scope and configuration.
- Review & advise on the pre-tender priced Provisional Bill of Quantities and break down of the approved budget, for future reference during the design development process. Such BOQ should include pre & post-tender escalation as relevant. Any discrepancies with the approved budget should be escalated to the QS Manager for further direction with the relevant department/s.
- Maintain the correctness of pre-tender BOQ as an updated project budget and ensure integration with the latest cost report, CORs & ACs at all times.
- Intervene in the design development process, including attending workshops (as & when required) so as to monitor the design progress and assist in meeting the budget by providing guidance on cost allowances and limitations to the PM / Design Manager.
- Ensure implementation of Change Order Requests for any design departures from project allowances and participate in reviews of pre-tender change orders/design changes by providing relevant cost feedback to the Technical / Commercial team & project responsible PM/SPM/AVP.
- Set up and maintain the live project Cost Report in accordance with company standards & procedures, ensuring that it is consistently updated with Anticipated Costs, Change Order Requests and Commercial Awards at all times.
- Administer contracts with consultants / specialists and advise the PM/SPM/AVP on rights, obligations and limitations as required.
- Manage the certification process for all existing contracts in line with company procedures including receiving invoices/statements/accounts, reviewing & commenting, liaising with the relevant parties for corrections in accordance with contract agreements, preparing Payment Certificates & obtaining relevant approvals for payment.
- Follow-up with the Finance department for payment status & other related items to ensure that it is in compliance with the company’s payment obligations.
- Assist the Planner in allocating costs to the pre-tender risk register and continue to update the same throughout the project phases to be used as a tool by PMT while responding to potential and actual project risks.
- Maintain / update Provisional Variation Order Logs with the latest project variations, notices & anticipations. Variations should be logged, categorized and monitored, for example: approved / pending under review / pending under discussion / pending RFA in process / rejected / disputed / anticipated.
- Ensure variations are processed, reviewed and closed in a complete, efficient and timely manner.
- Ensure continuous consultation with the project responsible PM/SPM/AVP regarding Engineer issuance of the necessary notices under the Contract, to ensure that variations are submitted and followed up by the Contractor in a timely manner.
- Monitor project logs, transmittals and correspondences to ensure that any negative or positive cost implications are highlighted / captured in the PVO log & Cost Report
- Ensure all contract documents/ insurances/ securities /financial instruments are readily available & updated at all times.
- Maintain continuous audits of the contract documents to highlight any potential omissions or duplications that may have been missed at tender stage, and formalize the relevant process in coordination with PM/SPM/AVP post consulting the Commercial Manager.

- Compile all necessary contemporary records and relevant information to facilitate the evaluation by the relevant department of any Contractor’s claims for additional cost under the Contract. Consult with the Commercial Manager in concurrence with the project Responsible PM/SPM/AVP while fulfilling the requirements and guidance set forth by the internal Claims Department.
- Ensure consistency between Interim Payment Certificates and current site progress for Consultants at all time and subsequently highlight the discrepancies to PM/SPM/AVP in concurrence with Commercial Manager.
- Attend site progress meetings / site inspections as required so as to monitor and control project cost.
Qualifications
Bachelor’s Degree in Quantity Surveying , Engineering , or a related Construction field.
Experience
Minimum 8- 10 years of experience with background on high-rise projects.
Extensive experience performing Post-Contract Quantity Surveyor duties.
