1. PMO Setup & Governance
- Assess the organization’s current project management maturity level.
- Define the PMO’s objectives, structure, and operating model (Strategic, Tactical, or Operational).
- Develop and implement governance frameworks, policies, and procedures.
- Establish project selection and prioritization criteria aligned with DFRE’s strategic objectives (e.g., tourism, retail, FDI attraction, brand positioning).
- As DFRE operates through public-private partnerships (PPP) with retailers, sponsors, and event promoters, the PMO should include formalized frameworks for collaborative execution.
2. Project & Portfolio Management
- Define appropriate project management methodologies (Waterfall, Agile, Hybrid).
- Include management structures tailored to:
- Leisure festivals
- Business events (MICE)
- Promotions and sector-focused activations
- Standardize tools, templates, and best practices for key project types (e.g., seasonal campaigns, MICE events, retail activations).
- Implement project tracking and reporting systems, including dashboards and performance KPIs.
- Integrate economic impact and visitor metrics into project portfolio evaluation.
- Conduct risk assessments and develop mitigation strategies.
- Monitor cross-functional delivery models, particularly in high-volume, event-driven environments.
3. Process Improvement & Standardization
- Identify inefficiencies in project execution and recommend improvements across:
- Event bidding and approvals
- Partner onboarding
- Stakeholder reporting
- Licensing, sponsorship, and procurement lead times
- Implement a structured project lifecycle framework (Initiation → Planning → Execution → Monitoring → Closure).
- Enhance resource management and capacity planning to support agility and fast turnarounds.
- Improve communication structures and reporting for internal and external stakeholders.
4. Technology & Tools Implementation
- Select and deploy project management tools (e.g., MS Project, Jira, Asana, Spider, Monday.com).
- Customize project tracking for:
- Public events
- Business events
- Retail activations
- Provide strategic guidance on automation and digital transformation of PMO functions.
- Lead training initiatives to ensure team adoption and effective tool usage.
5. Training & Capability Building
- Conduct workshops and training sessions on project management best practices.
- Develop a competency framework for project managers and supporting teams.
- Provide mentorship and coaching on:
- Stakeholder engagement in multi-agency, multi-lingual environments
- Strategic sponsorship negotiation
- Retail partner collaboration
- Offer specialized training aligned with DFRE’s sector focus and partnership ecosystem.
6. Performance Monitoring & Continuous Improvement
- Define and monitor KPIs for both individual projects and overall PMO success.
- Recommend real-time dashboarding for C-suite visibility (aligned with DET’s quarterly review frameworks).
- Conduct post-project evaluations and facilitate lessons-learned sessions.
- Drive continuous improvement through feedback loops and data-driven decision-making.
- Develop mechanisms to track and assess external partner performance (e.g., contractors, promoters, influencers).
- Introduce innovation-focused KPIs supporting DFRE’s push into future-forward experiences (e.g., metaverse events, AR/VR activations, digital malls).
7. Change Management & Stakeholder Engagement
- Lead organizational change management efforts for PMO implementation.
- Collaborate closely with senior leadership and key stakeholders (e.g., DCTCM, business councils, venues, retailers) to ensure strategic alignment.
- Address resistance to new processes and foster a culture of project ownership and accountability.
- Establish cross-departmental coordination mechanisms to align marketing, commercial, and digital campaign efforts with project timelines and goals.

Pay: AED40,000.00 - AED45,000.00 per month
