The key objectives for this role are:
- Identify, assess, and mitigate workplace hazards to ensure a safe working environment.
- Ensure adherence to local, national, and international health, safety, and environmental regulations.
- Conduct training sessions and workshops to educate employees on safety protocols and best practices.
- Analyze workplace accidents and near misses to determine root causes and implement preventive measures.
- Develop and implement strategies to minimize environmental impact and promote sustainability.
- Establish and maintain emergency response plans to handle workplace incidents effectively.
- Monitor and enhance HSE policies and procedures to align with industry standards and best practices.
Key Accountabilities & Responsibilities:
- 15+ years of experience in Procurement Quality Management, specializing in Mechanical Quality Control for Static and Rotating Equipment within Piping, Structural, and Pipeline systems.
- Lead vendor and subcontractor selection and approval, ensuring compliance with mechanical quality standards and procurement best practices.
- Oversee procurement quality management, ensuring alignment with industry standards, project specifications, and supplier evaluation protocols.
- Develop and implement inspection & testing plans, ensuring thorough quality assessments for mechanical components and systems.
- Conduct criticality rating assessments to optimize procurement strategies for static and rotating mechanical equipment.
- Supervise vendor/subcontractor inspections, audits, and non-conformance (NC) resolution, maintaining strict adherence to mechanical QC protocols.
- Define and monitor Procurement Quality Objectives & KPIs, driving continuous improvement in QC and procurement efficiency.
- Evaluate vendor & subcontractor performance, leveraging detailed analysis and assessments for procurement-driven decision-making.
- Ensure accurate procurement document control, maintaining traceability, compliance, and documentation integrity.
- Conduct technical bid evaluations, resolve technical queries, and manage change requests effectively within procurement and quality control operations.
- Liaise with Third-Party Inspection Agencies, ensuring compliance with mechanical-related regulations and industry standards for static and rotating equipment.
- Prepare and present procurement quality performance reports, offering key insights for process optimization and strategic improvements.
- Review and approve vendor/subcontractor documentation, ensuring alignment with mechanical project requirements and procurement quality frameworks.
- Guarantee strict compliance with project codes, standards, specifications, and regulatory requirements for mechanical QC in static/rotating equipment, piping, structure, and pipeline projects.

Expected:
- Bachelor’s degree in mechanical engineering or a related discipline.
- 13+ years of experience in Oil & Gas project design, spanning Conceptual to Detailed Design stages.
- 5+ years in a Senior Engineer position, leading major Greenfield/Brownfield projects.
- Extensive expertise in procurement quality management, including vendor selection, technical bid evaluation, and material compliance for static and rotating equipment.
- Strong background in control system design, including instrumentation and control equipment selection, control loop development, field instrumentation (sensors, transmitters, actuators), and communication protocols (e.g., Modbus, Profibus, Foundation Fieldbus).
- Experienced in leading and managing teams of 50+ engineers and designers, ensuring procurement-driven quality control and efficiency.
- Proven ability to coordinate satellite office teams, overseeing productivity and quality control across multiple locations.
- Proficiency in industry software, including InTools, Conval, SPI, 3D Model Review Tools (SPR & Navisworks), and MS Office Suite.
- Self-motivated, results-driven, and adaptable, capable of multitasking and thriving under tight schedules in a fast-paced multidisciplinary team environment.
- Strong English communication skills, both verbal and written, to effectively engage with diverse, multinational teams and disciplines.
- In-depth knowledge of engineering work planning, interdisciplinary coordination, and procurement quality control methodologies.
- Comprehensive understanding of construction practices and cost economics related to mechanical static and rotating equipment in large-scale projects.
