We are seeking a dynamic and detail-oriented Head of Purchasing & Contracts Section to join our Support Services Department. The successful candidate will be responsible for overseeing all procurement, sourcing, and contracting activities, ensuring compliance with company policies and industry regulations. This role includes managing supplier relationships, optimizing purchasing strategies, controlling costs, and ensuring the timely acquisition of goods and services to support organizational objectives.
Key Responsibilities:
- Lead and manage all procurement and contracting activities in alignment with organizational goals and procurement policies.
- Handle end-to-end procurement processes including direct purchases, tendering, and quotation collection.
- Prepare and issue Requests for Quotations (RFQs), Requests for Proposals (RFPs), and Invitations to Tender (ITTs) as needed.
- Oversee the evaluation and comparison of supplier quotations to ensure best value and compliance with technical and commercial requirements.
- Develop and implement strategic sourcing plans to ensure timely and cost-effective acquisition of goods and services.
- Review and negotiate contracts to secure favorable terms, mitigate risks, and ensure legal compliance.
- Establish and maintain relationships with suppliers and service providers to ensure reliability and performance.
- Monitor procurement budgets, optimize cost control measures, and identify opportunities for savings.
- Ensure all procurement and contracting activities follow company policies, industry standards, and regulatory requirements.
- Collaborate with internal departments to define specifications, timelines, and procurement needs.
- Supervise the preparation and execution of purchase orders and contract documents.
- Maintain accurate procurement records, supplier databases, and documentation for audit and reporting purposes.
- Manage supplier performance, resolve conflicts, and implement corrective actions when necessary.
- Lead, coach, and develop the procurement and contracts team to improve efficiency and service delivery.
Qualifications:
- Bachelor’s degree in any discipline; degrees in Logistics, Supply Chain Management, Business Administration, Engineering, or related fields are an advantage.
- Minimum of 12+ years of progressive experience in purchasing or procurement, with at least 2 years in a supervisory or managerial position.
- Strong negotiation, contract management, communication, and leadership skills.
- Proficient in procurement software, ERP systems, and Microsoft Office Suite.
- Sound knowledge of local and international supply markets, vendor sourcing, and logistics.
- High level of integrity, strong analytical thinking, and attention to detail in all procurement and contracting activities.
