The Procurement Officer is responsible for the acquisition of materials and services essential for project success. This role involves supplier pre-qualification, vendor negotiation, purchase order management, and ensuring timely and cost-effective procurement in alignment with project requirements and budgets.
RESPONSIBILITIES
1. Supplier Management:
- Request pre-approval and pre-qualifications of suppliers and subcontractors for consultant approval.
- Source and evaluate new suppliers for materials not available within the existing supplier base.
- Manage and maintain relationships with suppliers to ensure consistent supply and material availability.
2. Procurement Process:
- Send material inquiries to vendors based on project requirements.
- Negotiate pricing, terms, and delivery timelines with suppliers.
- Prepare a comparison sheet to compare price, delivery timelines, brand quality, payment terms, and specifications.
- Select the most suitable suppliers based on factors such as quality, cost-effectiveness, and reliability.
3. Purchase Order Management:
- Create, issue, and track purchase orders.
- Obtain recommendations from project and technical managers to proceed with the purchase order. Secure PO approval from management.
- Share approved PO with supplier to ensure materials are delivered as per the project schedules and specifications.
- Track and monitor orders to ensure timely delivery and quality control.
4. Quality and Compliance:
- Cross-check the delivery notes and LPOs to verify the correct quantities and materials received.
- Arrange the collection of urgent materials needed on site.
- Control material costs with project budgets and bill of quantities, ensuring all procurement activities align with financial budgets and project specifications.
- Work closely with the accounting and site operations departments to ensure a smooth procurement process.
- Evaluate supplier performance and processing and prepare weekly report for management.
- Maintain accurate records of procurement transactions for auditing and compliance purposes.
QUALIFICATIONS
- Bachelor’s degree in business administration, supply chain management, or procurement.
- 3+ years of experience in procurement, preferably within the construction industry.
- Proven experience in material sourcing, supplier negotiation, and cost management.
