Overview:
To ensure that all AMI Smart Meter installation activities are carried out safely and in compliance with ADNOC HSE standards, UAE regulations, and project-specific safety requirements. The HSE Officer will monitor site activities, enforce safety policies, and promote a proactive safety culture among the workforce.
Key Responsibilities:
1. HSE Compliance & Monitoring:- Ensure all AMI smart meter installation works are performed in line with ADNOC HSE guidelines, project HSE plans, and legal requirements.- Conduct regular site inspections and audits to verify compliance with safe work practices and permit-to-work (PTW) procedures.- Monitor work sites for unsafe conditions, hazardous practices, and potential risks.
2. Risk Assessment & Control:- Prepare Job Safety Analysis (JSA) and Risk Assessments (RA) for smart meter installation, excavation near gas pipelines, and meter room entry.- Implement control measures to eliminate or mitigate identified hazards.- Ensure proper use of PPE (Personal Protective Equipment) and enforce PPE policies.
3. Safety Training & Awareness:- Conduct HSE inductions for all workers and subcontractors involved in smart meter installation.- Deliver toolbox talks, safety briefings, and refresher sessions to ensure understanding of ADNOC safety requirements.- Promote awareness of safe work methods for working near live gas networks, confined spaces, and electrical connections.
4. Incident Prevention & Response:- Ensure emergency response procedures are in place for gas leaks, fire, electrical hazards, or other incidents.- Lead and coordinate site incident investigations, root cause analyses, and preparation of incident reports.- Recommend corrective and preventive actions to avoid recurrence.
5. Reporting & Documentation:- Maintain accurate HSE records: inspection reports, incident logs, near-miss reports, and safety statistics.- Prepare daily/weekly HSE reports for submission to the HSE Manager and ADNOC representatives.- Ensure all PTW, RA, and HSE documents are updated and available on site.
6. Coordination:- Liaise with ADNOC HSE officers, project engineers, supervisors, and subcontractors to ensure HSE requirements are fully implemented.- Support QA/QC and site teams by advising on safe installation practices and hazard controls.
Requirements: - Education: Bachelor’s Degree or Diploma in Engineering or Occupational Health and Safety or equivalent.
Experience: Minimum 5 years of HSE experience in oil & gas or utility infrastructure projects; experience with gas pipeline or metering projects is preferred.-
Certifications: NEBOSH IGC Mandatory, ADNOC HSE certifications, PTW training.
Skills:- Good knowledge of ADNOC HSE standards and UAE legal requirements. Competency in conducting risk assessments and safety audits.
Strong communication and incident investigation skills.
Ability to train and motivate field teams to follow HSE rules.
