Role Overview:
The Compliance Officer (Consultant) is responsible for ensuring that the accounting firm and its client base adhere to Anti-Money Laundering (AML), Counter Financing of Terrorism (CFT), and regulatory requirements as per UAE laws and international best practices. This includes implementing internal AML/CFT frameworks and overseeing client onboarding, due diligence, and transaction monitoring processes.
Key Responsibilities:
A. In-House AML Compliance
- Develop, implement, and maintain the firm's AML/CFT framework in line with UAE regulations (e.g., Federal Decree-Law No. (20) of 2018, Cabinet Decision No. (10) of 2019).
- Act as the firm’s Money Laundering Reporting Officer (MLRO) or assist the MLRO with reporting to the UAE Financial Intelligence Unit (FIU).
- Conduct regular internal AML audits, gap analysis, and risk assessments.
- Design and deliver AML training programs for staff across departments.
- Maintain and update the firm's AML policy manual.
- Ensure timely submission of Suspicious Transaction Reports (STRs) and other regulatory filings.
B. Assigned Customer Compliance
- Oversee Know Your Customer (KYC), Enhanced Due Diligence (EDD), and Customer Due Diligence (CDD) for assigned clients.
- Conduct client onboarding and annual reviews as per risk-based approach.
- Liaise with client representatives to obtain all required compliance documentation.
- Monitor client transactions and activities for red flags or anomalies.
- Maintain documentation trails and compliance audit readiness for each assigned customer.
C. Regulatory Liaison
- Stay updated with changes in AML/CFT laws and inform the firm and its clients accordingly.
- Interface with external auditors, regulatory bodies, and enforcement agencies when required.
- Prepare responses to regulatory inspections or information requests.
D. Reporting and KPIs
- Prepare monthly/quarterly compliance reports for internal management and board.
- Design and monitor KPIs for the compliance function, such as:
- % of completed KYC reviews within deadline
- Number of training hours delivered per employee
- Time to file STR/c from detection
- % of clients with risk rating documentation updated
- Compliance breach incidents per quarter
- % of clients onboarded with complete documentation
- Staff AML test scores
Key Skills & Competencies:
- Strong knowledge of UAE AML laws and FATF recommendations
- Analytical mindset and attention to detail
- Risk assessment and report-writing skills
- Excellent interpersonal communication
- Ability to work independently with minimal supervision
- Familiarity with compliance software/tools
Qualifications:
- Bachelor’s degree in Accounting, Finance, Law, or a related field
- CAMS, ICA, or other AML certification preferred
- 3–5 years of relevant experience, ideally in accounting or consulting firms
- Experience working with UAE regulatory bodies is a strong advantage
