Your Opportunity
We are looking for a Head of Training that will be responsible to ensuring that a robust Training and Standards Management System is place, maintained and is being effectively implemented by all units operating under the Serco Middle East Air Navigation Services Certification.
The overriding goal of the Head of Training is to engender a culture of quality across all ATS Unit training activities and to develop commercial opportunities and proposals for the Advisory and Academy Portfolio. The role requires effective team leadership at a senior level in the strategic planning, business development and oversight of all legal, compliance and assurance activities across the ME ANS portfolio ensuring regulatory, state, group and divisional requirements are met.
The Head of Training is the Serco Middle East ANSP Training Post Holder and will require approval as a Training Post Holder from the UAE General Civil Aviation Authority (GCAA) and will be responsible for all ATS training and standards oversight activities.
This opportunity will be based in our Dubai support office.
Key Accountabilities
- Provide strategic direction, planning and managing the development and implementation of policies, procedures and work instructions for aligning ANS operations to the committed performance targets while improving operational efficiency and performance;
- Lead on innovation and developing new capabilities across the ANS portfolio;
- Lead on elevating SME profile as a leading ANSP through improved internal and external stakeholder management and engagement with clients and regulatory bodies.
- Lead and participate in updating the standard operating procedures and aligning work instructions with customer’s requirements, legislation, work process and methods etc.;
- Effectively manage processes and postholders to enable timely reporting on all operational, compliance, legal and safety reporting requirements;
- Maintain and update the Air Navigation Services (including passenger experience) Legal register;
- Provide direction, mentoring and coaching for the resolution of complex issues, compliance issues and potential problems related to ANS operations;
- Ensure that Contract Managers take ownership for the competence of their Postholders;
- Review non-conformances raised against the ANS and monitor to close out, address all actions within agreed timescales;
- Support and motivate the ANS team, including coaching Postholders;
- Lead on driving participation in the Global Aviation CoP and sharing best practices / lessons learnt;
- Meeting the Key Performance Indicators according to the targets agreed with the Operations Director in the areas of: Management of the client and contractor interface, Delivery of study reports (e.g. OFRs) on time.
- To support development of a robust strategy and annual plans for the contract/s to meet the contractual requirements and business targets.
- To represent Serco when meeting with the customers, stakeholders, the financial community and the public in order to enhance reputation and foster a partnership approach to relationships.
- To support the business development strategy, to deliver the ANS growth aspirations in line with the commitment; including ad-hoc additional challenges.
Specific Requirements
- Ideally a degree holder in relevant engineering, aviation or related discipline.
- Proven track record of managing multiple complex contracts.
- Proven track record of business development wins and/or large contract organic growth.
- Must be a skilled manager in communicating, motivating and developing staff;
- Must be politically incisive in communicating effectively with government agencies, board members, media/press, contractors and staff;
- Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies;
- Excellent analytical reasoning ability and capable of making decisions on complex matters;
- Ability to multi-task and analyze situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardizing human safety, quality and the committed performance targets;
- Thorough understanding of all aspects of safety issues related to ANS operations
- Minimum 7 years, preferably 10 years of general operations management experience;
- 5 years of specific operations management experience within the transportation industry;
- Working knowledge of the management of Air Navigation Services Providers
